\[ \mathbf{E}^{\phi }(\ell )\coloneqq \varlimsup _{t\to \infty }\frac{E_{\theta }^{\phi }(\ell _ t)}{t}. \]
When $\phi =V_{\theta }$, we write $\mathbf{E}$ instead of $\mathbf{E}^{V_{\theta }}$.
